Deskripsi Pekerjaan

- Develop and implement HR & GA strategies aligned with the marina’s operational needs and overall business objectives.
- Lead and supervise the HRGA team, covering full-cycle recruitment, onboarding, performance management, compensation & benefits, training & development, employee relations, and separation processes.
- Manage General Affairs operations, including office and site facilities, accommodation, transportation, security, housekeeping, asset management, and vendor coordination.
- Oversee manpower planning: workforce forecasting, shift planning, internal transfers, promotions, internal mobility, and exit procedures.
- Ensure full compliance with labor laws, occupational health & safety (K3), environmental regulations, internal policies, and government requirements.
- Coordinate with government bodies related to manpower, safety, licensing, inspections, and audits.
- Design, maintain, and update HR policies, GA SOPs, employee handbooks, job descriptions, and organizational structures.
- Implement and monitor training and development programs (technical skills, safety, English, customer service), including evaluation of training effectiveness.
- Handle employee relations matters such as grievances, disciplinary cases, performance improvement plans, and conflict resolution.
- Oversee HR & GA administrative operations, including employee records, contracts, payroll coordination, leave management, asset documentation, and compliance reporting.
- Monitor and analyze HR metrics (turnover, absenteeism, engagement, training hours) and GA performance indicators, and present reports to management.
- Support management in fostering a positive workplace culture, high employee engagement, effective communication, and cross-department collaboration.

Kualifikasi

- Minimum 10 years of professional experience in Human Resources & General Affairs or related fields, with proven leadership in managing large-scale and blue-collar operations.
- Bachelor’s Degree or higher in Human Resources Management, Psychology, Law, Business Administration, or other relevant disciplines.
- Fluent in English and Bahasa Indonesia, both spoken and written.
- Strong understanding of the Balinese manpower landscape, local labor regulations, and government compliance requirements.
- Extensive experience handling blue-collar industries, including direct involvement in high-risk operational environments and 24/7 multi-shift operations.
- Proven experience coordinating with the Ministry of Manpower, local authorities, and other government institutions.
- Solid exposure to General Affairs functions, including facilities management, security, transportation, accommodation, vendor management, and asset control.
- Strong people-centric leadership, able to build relationships across all levels, conduct townhalls, and handle sensitive employee and union-related matters.
- High competency in HR & GA documentation and compliance management, including employment contracts, BPJS, manpower registration, permits, licenses, and audits.
- Experienced in handling disciplinary actions for blue-collar staff with a balanced, compliant, and diplomatic approach.
- Proven experience in organizing and supervising training programs, particularly K3 (Health & Safety) and mandatory compliance training.
- Familiar with random manpower inspections and audits, ensuring operational readiness and regulatory compliance at all times.
- Strong organizational, negotiation, and problem-solving skills, with the ability to manage multiple operational priorities simultaneously.
